Given the low literacy rates and earning disparity within the developed countries like the Indian subcontinent, govt aids and scholarships are boon for students belonging to the weaker sections of the society, who are unable to pursue their education for some reason or the other. Scholarship is an incentive as well as encouragement for students, who are talented, but do not have the means to study further.

Govt of India has a Central Sector Scheme of Scholarship for College and University Students, where it pays Rs. 10,000/- per annum for the first three years and Rs. 20,000/- per annum for the fourth and fifth year, for meritorious students having family income of less than Rs.6 lakh per annum. The current process to apply for scholarship is to use Aadhaar - the India specific Universal Identity and the associated certificate issued by the Govt. Department in a form in Government portals. Now if this is a continuing scholarship, the candidate needs to upload the last certificate (e.g. for obtaining the 4th year scholarship in an engineering college, the 3rd year pass certificate needs to be shared) to get the current year’s scholarship.

Now, managing this complex process of validating the certificate from the issuing authority and then validating the details of the candidate eligibility and finally paying the amount into the student’s bank account takes a very long time and many a times it doesn’t even reach on time, making it very tough for this candidate. Taking advantage of this complex business process that are not being in sync, students and even colleges try to fraudulently apply with dubious certificate to get the scholarship & grants from Govt.

Just a few months back a college from Ghaziabad, a city near Delhi, was suspected to have made crores after bagging government scholarships by producing lists of fake student certificates. In 2013, an investigation into a minor complaint of misappropriation of funds disbursed under the scholarship scheme meant for tribal students, exposed a multi-crore scam spanning across Madhya Pradesh, India. And this is not for developing countries, even in US & Europe, there are companies who fraud people by letting admitted students fall to the trap of too-good to be true scholarships. These companies take an initial fee/deposit and also a processing fee and after it has been deposited they just stop communicating or say that the scholarship application is rejected by the trust, which gives the scholarship.

We believe that through Talentchain we can stop this phenomenon. Have you ever dreaded Notarizing a document? Everyone does, because Notarizing any document means long lines in the court corridor, showing a smiling face even when sweating profusely, giving all the documents to the pie, jostling around in the crowded entry and then returning after hours to collect the Notary certificate with stamp. It’s nothing short of sheer torture. But this is a necessity nonetheless. As we know, when applying for visa in a foreign country and more so when planning to open a new company, the owner being an Indian, one must notarize every document that needs to be produced to the foreign authorities - there are different notaries e.g. Apostille appointed by Govt. who gets the original documents apostilled by Ministry of External Affairs, for a fortune. While govt would charge a minuscule amount, the total bill with courier pick up and drop comes to a minimum of Rs. 7000. You bet that is an extravagant amount and think of that kind of spending needed to be done by a student who is going for a post graduate course to Europe. And if you ever though that is this fool proof pause and think again, does the Notary really do their job? Yes, but when a client wants to befuddle them, they also go for a ride. Numerous cases of forged document were notarised, and nothing could be done as there was no photography or video evidence of this notary process.

In a recent case for opening of a company in Europe which prides itself in digitalization, notary verification was conducted fully digital over a skype call. What was done was the notary verified the face pattern in camera with the passport of the company owner held over the camera and in a jiffy, the process was complete. Similarly, it was done for address proof through portal with the consumer ID, scanning the document and then verifying the same printed document held over the camera. With simple pattern matching software, good camera and internet call over Skype the Notary process was completed. Even the whole verification was recorded so that there is video proof of each item of the conversation. Even countries like Estonia’s e-residency program is all dependent on digital notary.

Tamper proof education certificates in an easy to forge digital world

Imagine you get treated to a doctor who has never attended any medical classes. Or the guy in your neighbourhood who has zero physical disabilities get through a big-ticket government administrative exam with a lower score just by the virtue of a fake disability certificate. Fake Certificates are creating a havoc and consequences could range from inefficiencies in state administrative functions to loss of lives. There have been reports in Tanzania where 10,000 ghost workers have looted the Government of $2Mn a month, with grants being credited to fake individuals. In India’s flourishing medical fraternity, recent reports cropped up of fake doctors employed to top hospitals and living a swanky lifestyle started careers straight after failing at high school as distributors of medicine before donning the hat of a doctor.

We used to detest the process of getting our school and college certificates attested by Certifying authorities in the 90s. But now we see the necessity of that. It is impossible to verify a certificate unless there exists a national background and certificate checking platform for every person working in the organized sector.

The corporate industry too is a victim of this viral practice of dealing with fake professionals. In spite of costly background checks by investigating agencies, the hiring process is costly and this is a real HR issue that no water tight systems exist to curb this.

According to The Telegraph, UK, Higher Education Degree Datacheck (Hedd) has identified 220 bogus higher education institutions universities which sell fake degree certificates and non-existent courses (http://www.telegraph.co.uk/education/2017/01/03/dozens-fake-degree-certificate-websites-shut-amid-crack-bogus/). Nasscom has an initiative to check the fake certificate for the IT Industry with over 16 lakhs registered profiles, 148 registered companies and 19 background checkers.
